A Solemn Statement About the Untrue Report by the New York Times on April 24

April 26, 2019

On April 24, 2019, the New York Times published a report in its newspaper and website entitled “Made in China, Exported to the World: The Surveillance State”. In response to the untrue parts of the report, our company hereby reiterates that:

1. Under the framework of commercial trading cooperation, CEIEC provides Ecuador with technology support and system equipment, which are designed to promote emergency response capacity against natural disaster and improve social security.

2. As one of equipment suppliers, CEIEC does not participate in the country’s policy-making and the system operation. As far as we know, the ECU 911 system in Ecuador has been effectively protecting Ecuadorians’ lives and properties, especially when the country suffered the heavy earthquake on April 16, 2016.

3. The ECU 911 system, as well as its equipment, obtained the quality certificate issued by the European Emergency Number Association (EENA). In 2017, ECU 911 was awarded the 1st place in the contest of public security projects in Latin America and Caribbean Countries.

4. The system provided by CEIEC, which has been adopted by a number of countries around the world, is a general system of social security and disaster relief.
